OK, here goes. I have a pair of ProMaster Elite ED's in 8X42 (if they made a 8X32 like this, I would not be asking this). However, these are a little bulky/heavy, but offer an excellent view for the $. I am looking for an 8X30 or 8X32 with ED glass, and of course, cheap. I dont want a 7X36 or a 7X42 or and 8X42 or so one, I am set on a 8X30 or 8X32 that is somewhat around 20 oz. Cant afford the Lieca or Zeiss, but am open to suggestions. Thoughts?

$650 ish........the Swaro's 8X30's are on sale for $899, but that is too much.....

If you can somehow find a way to up the ante another $150, I would recommend the Meopta Meostar 8X32, but it doesn't technically have "ED" glass. You would never know it, though, as they are optically excellent.
The Vortex Viper 8X32 is nice, has ED glass, and is in your price range, but it has a tad more CA in the image than what I would normally expect from ED glass and I don't think is quite as nice as the Meostar. Still, it is very good, reasonably priced, and is barely under your 20 oz limit.
Right offhand, I can't think of any other 8X32 bins with ED glass or "ED glass-like" performance at or below your price limit that I can recommend from personal experience.

It's ashame the Swaro's are too much for you. I have a pair and consider them some of if not the best 8 x 30 binocular out there. Especially for 899.
I've had mine since 1994 and they are still perfect after a fair amount of use through the years.

That would be a good option, except I'm pretty sure they exceed his 20 oz limit.
Excellent price, though. I believe Leupold discontinued the 8X32 model GR.
