I've started to exercise my .223 and .308 rifles at a 300 yard range.  I'm looking for a "moderately" priced scope that will allow me to clearly see my hits on paper targets at that distance.  Recommendations?

You would need both higher power plus really good glass to see the .308 holes and Im not sure you would be successful seeing the .223 holes unless it was those targets that it knocks the paint of showing the strike.  How much are you prepared to spend. If you can go to a Heinsoldt or Zeiss you are more likely to be able to see the holes.

I have bolt action and AR rifles in both .223 and .308 that make close to one hole groups at 100 yards from a bench.  I'd like to spend less than $1k on a new scope.  Would a fixed power (30x) work with "Shoot-n-See" targets at 300 yards?

with the shoot n-c targets you should but only if its good glass.  I would recommend a decent spotter before i went to a fixed high power scope like that.

Unless you spend big money you will have a hard time finding a scope that has good glass past about 15-18x.  Also when you get super high with the magnification it becomes hard to hold the gun steady as well.  That is why I would get the variable.  Problem with a fixed 30x is you will not be able to turn it down when needed.

Under $1000 I would look at the SIghtron S3 6-24x.  http://swfa.com/Sightron-6-24x50-SIII-30mm-Riflescope-P9150.aspx
Meopta 4-16x.  http://swfa.com/Meopta-4-16x44-Meostar-R1-30mm-Rifle-Scope-P8002.aspx
Zeiss 6-24x.  http://swfa.com/Zeiss-65-20x50-Conquest-Rifle-Scope-P5413.aspx
Those will be a few of the better optical quality scopes in your that price range.

I have an IOR3-18x and while the glass is great, I still don't like to use it above 14x very often.  Exit pupil and image quality really start to degrade at that point.

I would also take the above recommend get the shoot and see targets.  Hornady has black targets that when shot show red.  They work pretty well and allow me to see hits at 600 yards okay with my .308.

If it is for target only, I dont think you could go past a 36x Leupold or Sightron. I have been able to see 22 cal bullet holes at 300M with these.
