For mounting scopes? I'd like to do it myself but can't find a good place to order one that isn't super-expensive. can someone point me in the direction of a primer on properly mounting scopes to ring-mounts? I want to be sure to use the correct torque, correct loctite, correct goop between the receiver and the ringmount, etc.

i just use an inch pounds 1/4" drive ratchet with 1/4 drive sockets with the correct torx head.

I got a 10-50 in-lb torque driver with 20 or so different torx and other bits for ~35$ on amazon.com.

So how many in-lbs should one tighten scope ring screws? Would you use the same setting for Burris Signature rings with synthetic inserts as you would a regular steel ring?

I have a Wheeler and for $50 it's a great tool with various bits. For aluminum rings it says 10-15 inch-lbs, steel rings is 15-20 inch-lbs. (Base screws 30, windage screws 30-40).

Follow the man. recomendations- usually18-20ft/lbs for rings.
