Well guys I finally got my act together I think, I have looked at a lot of scopes since I was last here, and the scope I have selected is the Nikon Buckmaster 4.5X14X40 with the Nikoplex Crosshair and it fits under my $300.00 top cost by a Dollar, it does have the Side Focus feature I have always liked, the Optics of all the Nikon Scopes I've looked through are as good as any of the Leupold I have compared them to side by side, it is but a 1" tube which is a bit less that hoped for but i'm reasonably sure it will fill the bill.

Good news, nikon always offers good quality per dollar invested, I'm sure you'll enjoy it.
