What is the best, or among the best, military,leo, 223, light -  bullet drop compensated riflescope available.
 
I am now looking at ACOG, Elcan, Burris XTR.
 
What am I missing ?

You missed IOR. They have a few optics that perform as good or better than the examples you gave.

USO, also has some very good combat sights! Plus you also forgot the Aimpoints, no bdc, but very fast on target and forgiving of head and eye position.

You are missing the information that will allow us to answer your question.
 
What Rifle  bolt action or AR or ?      What distance and type of engagement, are you police or military or civilian.  What Price Range.
 
What makes for a great entry weapon optic for a tactical team is not the same as what makes for a great sniper scope.  What is right for home defense may not be the best choice for a patrol rilfe in a squad car. 
 
You mention bullet drop compensated so are you looking for a balistic reticle, or for tactical knobs to dial in correction.   Do you understand that variable power second focal plane scopes with balistic reticles only work for hold over at the highest power.   Do you know the trajectory of the particular bullet you wish to use?

Since your engagement ranges are from 6yds to 800yds (a bit optomistic for .223) you will need a variable power. You may want to look at the IOR or the Leupold Mk 4 1.5-5 with options. I believe Zeiss and Schmidt and Bender also make something to fit your requirements, but I couldn't say for certain since they are both out of my price range.
Check out SWFA's site, I'm sure you'll find something to fit your needs.
Life's concerns should be about the 120lb pack your trying to get to the top of the mountain, and not the rock in your boot.

I know what ballistics are at 500 yards from .223, not sure what you expect to accomplish at 800.

My advice, given your needs, is 2 optics, both in LaRue QD mounts.  For a scope to cover that, it's gonna do something really well and many other things just OK.

For up close, EoTech (has a BDC reticle) or Aimpoint or Trijicon (reflex or ACOG.)
For distance, IOR, USO, or something with a mil dot reticle (FFP.)

Be advised: no reticle should be assumed to be dead-on at any range.  if you wanna shoot out to 800 yards, you really need to verify reticle and dope at 800 yards.

Lastly, I'd consider a 3-9 SS FFP, easy to get dope for drop, easy to use.  It ain't an 800 yard scope - but, in my opinion, neither is the .223 an 800 yard round.

IOR 2-12x30? Same price range as the ACOG, probably not as tough but more variable mag and more capable of working at 800 yards for mere mortals.

For a 6-yard encounter, any magnification is bad; but I will agree that a 2-12 or thereabouts is a good "catch-all."

My advice would be to better define what the system needs to do great, and decide what it only needs to be able to do OK.  Then choose the optic that fits best those needs.

To my limited knowledge, there is no 1-15X scope worth owning, that it is really what you need to go from 6-800 yards.

If you want to acomplish this with one scope, that better be one flexible design.

With IOR, you should probably be looking at the 1.5-8x26 model:

It is fair bit faster up close than the (otherwise very versatile) 2-12x32 model.  This speed is largely a result of the CQB reticle with that thick horseshoe being pretty easy to pick up.  MP-8 that is in the 2-12x32 works a bit better at longer ranges though.

If you insist on having more magnification than 8x, the new IOR 2-12x36 might fit the bill since it is available with a CQB reticle and has a BDC knob.

S&B Short Dot 1.1-4x24 is an excellent design that does most thing well.  If you can afford it and 4x is enough for you, this is a good choice.

Ultimately, the most versatile scope out there might be March 1-10x24, but I have not seen it live so I do not know.  I will try to get my hand son it in January.

Lastly, one other option that might fit the bill almost perfectly is Elcan's 1x/4x or 1.5x/6x SpecterDR scope.  You can get on calibrated for 5.56 or 7.62
