I have just purchased a Rem 700 that is a 308 with a 20 inch bull barrel.  I have no mounts, rings, or scope.  I am looking for some advise on what scope to purchase.  The most I am looking to pay is $200 for the scope.  Also any advice on what rings and mounts should I get?  Thanks.

I have always liked the Burris Fullfield II in that price range.  I have one.  Good glass, and durable.  Mine has always held its zero no matter the beating it has taken.

Guess I should ask.  What do you intend to use the rifle for?  What type of features are you looking for?

I intend to mainly use it for Deer hunting.  Basic features 3-9X40mm and possibly cross-hairs that luminate for late evening hunting.

I have one of the Bushnell Elite fireflys... Pretty close to your price range and works great...
You can illuminate the cross hairs when you want and dont have to worry about higher price and or batteries...
