I think that the word "Tactical" has become sort of a marketing buzzword in recent years, so I don't know that the word is clearly defined.

I don't think I'd be too far off base by noting that among most of the regulars here a scope that most would consider a tactical model, (versus a hunting or target scope), would exhibit the following features:
 Rugged, heavy construction.
 High-quality glass.
 30 mm main tube.
Magnification ranging from 2x to about 20x tops, and usually less than 16x, including a few variables that fall somewhere within those ranges.
Some sort of calibrated reticle; most often Mil-Dots.
Target-type turrets graduated in increments no finer than 1/4-Minute of Angle, and most preferably calibrated to the reticle. (Mil/Mil or MOA/MOA).
 Parallax adjustment.

A history of use by bonafide military or law enforcement agencies carries a certain set of credentials, (whether legitimately or not...)
A stiff price tag-up to perhaps the $5,000 dollar range and beyond.
(Way beyond if night-vision or laser rangefinding are incorporated into the design.)

You're not going to find one at Walmart for $149.99 regardless of how many times the word "tactical" is printed on the bubble-pack.
The original Super Sniper at around $350 is probably the lowest-priced one that truly meets the standards, and is a fantastic value at that.
Something else with a few more bells and whistles, such as an illuminated reticle, will top a grand very easily.

Ronk pretty much covered it-- tactical is as tactical does. Other shooting terms that fit into the same catagory are National Match, compensated, race gun, varmit rifle etc.

I would and will buy the SS10X again.  I think it's an awesome scope.
I am trying to put 2 kids through college and buying 1800- 2000 dollar scopes for my rifle just aint a gonna happen.
I still want a good looking, heavy duty, hard working scope that can give me great groups, when I do my part... the SS 10x is all that. IMO.
Good Luck!

OOPS you blew it on that choice.  The 3-9x42 variable Super Sniiper would have been the way to go.  It was designed for the M16A4  flat top Squad Designated Marksman rifle. If you have not mounted the Leu I recommend you reconsider. The Mk2 is not the high end of Leupolds line of scopes.  I would buy a Leupold FX3 6x42 with long range duplex reticle  and use that in a gunfight a long time before I would go the the Mk2.  Trays I feel your pain on College costs which is why three of my kids are Air Guard and two of those currently enrolled in college the other in Iraq.
