RAT, does your department provide you your equipment, or do you have to provide your own? If you have to provide your own, buy quality (your life depends on it), if not buy what you need to train yourself. In either case remember, if you are purchasing equipment for your job, it is tax deductable. Will you be tested on their rifle or your own? How large is your dept. and what type of area does it cover (urban, suburban, or rural)?
 
If it were me and I was trying to learn to use a scope for sniper work, I would pick a quality variable scope with decent (not necessarily great) glass, with tactical type knobs and repeatable adjustments. The reticle should be either a mildot or a simple cross hair. Your trying to learn how to shoot with a scope,and learn how to use the scope at different ranges. A varmint or silohete scope may also fit your training needs. JMHO
Life's concerns should be about the 120lb pack your trying to get to the top of the mountain, and not the rock in your boot.

The way to get the FX3 is to order it from Leupold custom built to your custom specs either select the Target knobs (with screw on covers) or the M1 Tactical knobs (no covers) about $20 bucks more but I would go wiht the M1 Tactical knobs.  You have to bear in mind that this is a 1 inch tube scope therefore has  only 55 moa of adjustment top to bottom 55 inches at 100 yds side to side 55 inches at 100 yds (should be plenty for your use) Use 1 inch rings
https://customshop.leupold.com/   select fixed power, select FX3 6x42, select matte, Select reticle (LR Duplex),  bottom of page click on "Adjustment Dials" click on that,  To the left click M1 elevation, click M1 windage   Price shows   $529.97    Buy it if that is the one you want but if you are holding back and really can afford the Mark 4   4.5-14x40  then spend the extra $200 bucks and you are done forever rather than a temporary fix.
