im looking for the cheapest brand of AR-15 rifles out there!!
 
any sites?
 
im lookin for a .243 or a .308
 
im looking for somthing under $$700 if possble

That is going to be extremely tough to come by, especially in a .308 based case. I would post the question with one of these groups.

With all the fear surrounding Obama and a new (permanent) assault weapons ban, most manufacturers of AR style weapons are back ordred a minimum of 18 weeks.  AIM had some AR-15's on their website earlier this week, but I do not know if they still have them in stock.  Weapons that sold for $800 or less before the election are now going for $1000 to $1200.  I bought a DPMS LR308 AP4 for $1099 the weekend before the election and now they are selling on GunBroker and GunsAmerica for $1500 to $2000.  Good luck, even buying the parts to build a new one is hard, I have tried to buy spare parts for mine and they are backordered or selling for 3 times the normal rate.

.243 and .308 are AR-10  or  DPMS  LR243 or LR308 http://www.dpmsinc.com/
Cheap never existed with these rifles most were in the $1100 to $1200 range last year and currently in the $1700 to $2200 range.  On top of that good luck finding a magazine for one.  The word cheap can still apply to an AK-47  but not to the AR-15 family or the AR-10 family and Ruger Mini-14's also went bye bye, but can be found, and hi cap 20 round mags can be had direct from Ruger. There is lots of stuff out there but everyone willing to sell wants a premium because you failed to buy before the election.  You might find a lower reciever stripped for $700, but you cant even backorder parts.  Now before everyone else figures out that bolt action guns likely will be attacked under new legislation consider one of them.       You probably just need to find a gun show and go get a feel for what they are going for but you are in for some serious sticker shock.   Also 1.Cheap and 2.Good and 3.Semi automatic is a situation where you can get 1&3 or 2&3 not both 1&2&3.   At this point magazine availability and ammo availability may be the deciding factor on make of weapon.

You can still build a 5.56 AR-15 for under $700, but I don't know if it is possible to do this in other calibers at this time.  Many mfgs have long wait times even for 5.56 builds.  I was able to order a 16" middy kit and a stripped lower last month.  The kit had a three week delivery and the lower took two weeks.  The cost was approx $675.00 delivered.
I would give you my two cents worth, but then you would probably have to give half to the gov't and what good is one penny

BAR or the Remington semi would be the best bet. Pyro listed a place that had a good buy on Medalions They may have some BARs.

Need to follow the rules. Just hard to determine which set of rules to follow

they have bar's but i dont think they are on sale at $1100, but i dont know much about bar pricing either.

You could buy a Saiga AK .308.  They are suppose to be super reliable.
There are a ton of them on gunbroker for around $700
