rings for a zeiss 3x9x40

Could I buy "low" rings for this scope if it was to be mounted on a tikka3?  will it fit properly?

Who's low rings are you looking at? The manufacturer should know what will work, if you know the outside diameter of your scope. I'd call them.

I have a T3 and my scope is 42mm so I went with medium Talley rings.  I would call SWFA and ask them...that's what I did.  That way you can make one call, ask your question and get your rings.

I Mounted a 4.5-14x44 On a Weatherby Vanguard in low Talley Lightweights. I just called Zeiss, and got the outside diameter of the scope, and then called Talley, and asked them if it would fit in low rings. It clears the barrel by about 1/8".

I guess they got fedup after enough people called and asked, i just found this on the talley website
 
"LowRing Ht for scopes up to 44 mm objective with standard barrel contour. Medium Ring Ht for scopes up to 50 mm objective with standard barrel contour. High Ring Ht for scopes with a 56 mm objective with standard barrel contour. Ex-High Ring Ht for large objective scopes with heavy contour barrels and single shot rifles"
 
does my tikka 30/06 have a standard barrel contour?  will the zeiss 3x9x40 fit on it with low rings?

I would guess that you would be fine with low rings, but I'm not a ring expert, or a Tikka expert. My 44mm Zeiss fit my Weatherby with low rings, and I have a bit of room to spare. That was with Talley Lightweights.

I am a big fan of the Talley Lightweights.  I have 3 sets on Remingtons.  On my Tikka I used the rings supplied.  I have not had a problem with them.  It is a T3 stainless in 6.5x55 and has a Bushnell 4200 3-9x40 on it.
