I just bought a remington700 sps varmint .308 going to use it for target shootitng starting at 100yds.   I'm looking to spend $400 max on the scope.  I'm looking for a variable scope and most of my shooting will be done during the day so a 40mm scope will be good.  Scope mount something inexpense but not garbage.  Stock Im looking at Bell & Carlson A3 Hook Style Tactical Medalist from http://www.stockysstocks.com/.  Any Ideas.

I have a great idea - dont buy the stock - spend the extra money on a better scope.
Sounds like a Target / tactical type rig so here is my suggestion for scope.

I know you dont want to spend the money on the scope so you can one buy for less but when you realize in a couple of years that there is a difference in having 90 moa of internal adjustment dont say I didnt tell you to buy the one with more adjustment first

+1 on keeping the paid for stock.  It also begs the next question if your only target shooting, why not a nicer fixed power scope?

As far as the stock is concerned, I also bought the 308 VSF. I removed (cut away and refibred) the dual palmswells and also fitted a new recoil pad (Pachmyr) The stock would have to be camo painted or single coloured to hide the work. The stock feels and handles lot better. While you have the recoil pad off you may want to add some lead shot for a better balance.
