I have been driving around looking for game, and I have to tell the driver to stop, because the binoculars shake on a dirt road at 50 miles per hour.
It is usually a fence post.
My eyes are focused at 3'.
I can only wear glasses for a second, and then I have a headache.

I look on the internet and other people are in the same search.
But I can't find a place to buy.

2X would be best.
8X is useless.

Here are some lucky people who found some by calling Russians and Japanese:

It looks like Blue Planet Optics had them, but their web page looks down to me.

Those Soviet 2.5x40 binoculars are poor quality. Anyway, i doubt that you would be able to see anything through binoculars while moving in a vehicle, regardless of power, unless you used a image stabilized binocular from Canon or Fujinon and the road were smooth.
Some of the best low power binoculars are Fujinon 6x30, and Leupold 6x32 (roof prism) and 6x30 (porro prism). You may want to stop the vehicle while looking.

Just do a Google Search for Opera Glasses. Or look up Miyauchi 5x32W Binon Binocular

Zeiss makes an opera glass you might like:

Zeiss Diadem 3.6x12

I am about to get one as well.
