i dont know much about black rifles so i figured i could not only educate myself but maybe others here who are like me, what kind of setup would you guys recommend for a first time black rifle buyer on a budget?? build your own or buy one etc.. what make of components etc.

That will depend as with most things on what it is you want to use it for.
What calibre? What is the budget? Is it something that you may want to just acquire pieces here and there that will not put a damper on the wallet all at once?
There are many characteristics that one may want to consider.
Also not all AR 15, parts will interchange, some manufacturers use proprietary parts. Not all uppers will fit all lowers etc. Not all use the standard AR 15 trigger assembly. All of these are things to take into consideration, and prioritize first.
DPMS is a fine rifle that isn't overly expensive, it should be noted though that you can't just use any old M-16, AR 15 magazine.
Rock River Arms is a very solid company also. You could just buy a lower this month, and then buy the upper later when the money is there.
There are also levels of grades that can be purchased for the uppers with most all of them.
The possibilities are seemingly boundless.

For your first AR, I would suggest buying a complete flat top rifle, straight up, ready to go. That way you can get some trigger time and figure out later what features you like or dislike and go from there. If you already have a good understanding of AR's and know exactly what you want, then by all means build one as Billy suggested.
Stag Arms, CMMG, Colt, Bushmaster, Rock River, all make very good out of the box AR's and are supposed to have good to great customer service if you should need it. Bushmaster's CS treated me well.

Pyro, what caliber are you looking at getting? I understand the plinking and varminting, still though are you planning just a normal .223?
If so I'd get a RRA lower reciever, and order a target grade barrel for the upper assembly.
You can also order the same set up from DPMS and BushMaster. All are accurate as all get out.
As Mark said, the ARs are addicting, and all the goodies that can be gotten will leave you broke in no time. You'll find yourself spending more time looking at all the goodies than you do porn.

If your on a budget eat some Ramen and save up for an LMT. Buy once cry once. Flattop with carry handle and iron sights. Learn the basics with irons and everything will fall into step, then you can decide which red dot, or which scope you want to put on it if you ever do.

i never said i wanted to buy one i just want to learn more about them so i have a better understanding of them when you guys talk about them, i feel left out and lost, talking about ar's is certainly a huge hole in my arsenal.
if i were to buy one it would be at least a .223, possibly up to a .308 i wouldnt want a .204 however, since it wouldnt be usuable in minnesota for big game. where the .223 would be.

one thing that draws my attention, or better yet maybe, my curiousity, is the fact that black rifles are like honda civics, a lot of people have them, and there is a ton of aftermarket options for them the "pimp" them out

I posted that while you were posting that, "you never said you wanted to buy one". I assumed that you had decided to buy one and since you are not a "black rifle" kinda guy and would mainly use it for varminting, then the Remington would fit you best because they are not loaded up with tactical features, they are more like a semi auto hunting rifle.

I noted that the 308, and 223 are rather close in terms of cost. Get a simple clean platform and then mod it for your taste and application.
There's a place in Gainesville ahs the Remmy AR 10 in camo for 1,299.00 It's very sweet extended rail etc.

This is most interesting to me, because I too wouldn't mind owning one, but I have very little knowledge of where to start, though I know I'd go .223 in some type of varmint version.
