Here are some scopes I am looking at for my 16 inch AR
Opinions???
 
Keep in mind that I don't forsee going past 300 meters usually and I zero at 150 m.

I'd keep the size and magnification inline with the caliber and prescribed function of a shorter barrelled carbine . I like the Meopta 2-8 and  Mark4 off your list , or maybe a new 4200 Elite 1.24-4 or  Trijicon 1.24-4 Accupoint ....

As far as your list goes I'm liking the IOR  and the Trijicon ACOG, but I would spend the extra and get the tactical IOR to have knobs that can dial in compensation. The Leupold Mark 4 is probably a better size but there are some better choices as far as IOR tacticals like their 1.5-8  or the 2-12 that are size similar to the Leu MRT Mk4.   As far as the Nikon, Burris, Meopta those are really not in the same class, each has value for certain applications but this isn't it.  Still if I was limited to that list the IOR has my vote.
I'd take a Kahles multizero off samplelist before I would buy some of those.

One thing that is hard for me to ignore is my super discount on Leupolds.  My military discount is about 30% off the prices you normally see.  So I have to lean toward a Leupy MR/T. 
As dumb as it sounds, I also like the Millett DMS-1.  Cheap, ain't I?

I have one of these that I really like and with the FFP your hold over points are always the same at every power.  Typical balistic hold over reticles only work at the highest power this one works at all powers.  If X is 100 and two mils down is say 300 it is two mills down at 3x or 4x or 7x or 9x always the same hold over therefore very fast. I know it's probably a little larger than you would like for a 16 in barrel but I really like this particualr scope.

I have a fixed 4x IOR on my gun now and just love it.  The 1-4 variable would even be better.  And it has built in bullet drop in the reticle.  It is calibrated for a 20"barrel and 62 FMJ, but it would still be close with the 16 barrel.  Mine is right on out to about 500 yards and then it starts to vary a bit.
Lifetime warranty and excellent customer service don't mean a thing when your gun fails during a zombie attack.

Or you could be a test dummy for the rest of us and get a Ellis Optics 1-6x scope.

If you do not feel like being a test dummy, try Bushnell Elite 4200 1.25-4x24.  I am very happy with mine and it is one of the better AR scopes out there (assuming this is not for varminting).

The Nightforce NSX 1-4 is a kick-ass scope.  DO you need more than 4X  On a 16" .223?
