I want to use a Warne picattiny base and Seekins rings. Will this be a good match or should I use rings & bases from the same manufacturer?

I believe it is better to use the same manufacture, but it is not required and shouldn't be a problem.

Oh I don't know....My TPS/Badger combo has worked VERY well for me. Whistling Wink
 
I highly recommend TPS gear.
 
My TSR rings are perfect. I have a picture laying around of a Nikon scope tube after TWO sets of TPS rings were installed, mounted and shot. 
ZERO ring marks!! You couldn't even tell the scope was ever even...ringed??....Runged???....Whatever
