Anyone with an FFP scope with a minimum paralex of 50 yards answer me this one question please; on a lower or lowest magnification, can you see a small target clearly at a much closer range than 50 yards? If so, how close? (Yes, that's 2 questions) Thanks.

That should depend on which scope is used. The SS 3-9x42 does not have a parallax adjustment but is useably clear from very close to very far away.  The higher the power of the scope the less you will find in focus front to back its rather like camera lenses where wide angle lenses have more depth of field.  With a FFP scope the reticle appears to become smaller in size as you lower the power and larger in size as you raise the power but what actually happens is that the mil dot marks remain consistent with what a mil is  EX 1 yard at 1000 yds or 1 meter at 1000 meters.
Scopes with adjustabe parallax are usually higher magnification scopes where low power wider angle scopes would have much wider depth of field with targets clear from very close to very far away.  One of SWFA's 3-9x42 or the 1-4x or 1-6x in FFP should work for you.  Koshkin can probably be more exact.  Let us know what you are trying to get the scope to do; that would be helpful.

I have my eye on a Vortex Viper pst 6-24x50 ffp because of its unique reticle ebr-2c mrad. It has a minimum paralex of 50 yards. Ted of 'Teds holdover' said in one of his reports at vortex that the viper has a clear image at 10 yards and I wanted a little feedback from guys with Vortex or similar scopes on target image closer than 50 yards.

If shooting at very near tragets, I am usually shooting at very small targets. At these ranges parallax becomes the biggest limiting factor of accuarcy. So it's not just about how clear the target is, but how well the scope deals with aligning my eye, the reticle, and the target(this is what parallax is). If the system is not totally parallax free, a very consistent cheek-weld is necessary to limit how much the reticle "swims"over the target.
