Eye Relief?

Is it safe to assume that the eye relief information given by a manufacture is dependent on the magnification level you have the scope set at? If you have an eye relief of 3.6 to 4.2 would that mean at a level 9 magnification your eye relief would be 3.6 inches but while at magnification 3 the eye relief would change to 4.2?
I believe I have decided between 2 scopes, the Sightron SII Big Sky 3-9X42 or the SII 3-9X42.  The eye relief on the Big Sky is 3.9 to 4.1 while the SII is 3.6 to 4.2. Would this mean that the tolerances of the Big Sky are superior since there is less variation in eye relief and would this lead to a more consistent check weld? Also, the price difference is around $150.00 between the two and I am having to budget my spending (Less than $350 if at all possible) would the Big Sky be worth the extra $150?
I have been scoped (twiceWhacko) in the past by a cheap scope so I am leary on eye relief and not wanting to develope a bad flinch to scope.

.2" verse .6" does not seem like alot of difference.

............That is what those #`s mean. You are correct. With most variables, the higher the magnification, the shorter the eye relief. The lower the magnification, the longer the eye relief.
 
I don`t think it has anything to do with tolerances as such. Between the two, the price difference is more in the optical quality along with better eye relief in the Big Sky. In most cases, not all, an increased price means better optics.
 
If you`re shooting a higher recoiling rifle and still feel a little skiddish about getting scope whacked, get the Big Sky!
