Export License for Rifle-scope?

I tried shipping a rifle-scope to a friend of mine in Hong Kong, but it got seized by US Customs. Apparently you need a export license to export it. Has anyone else gone through the hassle of trying to get a one-time export license? What agency should I contact?

Also, the scope is the Burris 200116 Eliminator 4-16 x 50 x 96. How can I find if this scope is subject to any special export restrictions?

I tried to find out the same thing. But i couldnt find a good answer, as im not in the USA. There is a possibility that you may need to be a shop (a business) to be able to apply.

Which scope did you send?

Some sights need an export license from dept of state because of ITAR regulations. These sights are usually of the tactical type. for example some EOtech models (I write some because there are some EOtech models that are not ITAR limited). All other sights that dont need a dept of state license, will need a dept of commerce license and i think that those have the best oportunity to get a license. There are some optics distributors that will apply for export licenses for those.

Your problem is sending it to Hong Kong. Different countries have diferent requirements on what you can send.

And you think your average Washington bureaucrat is concerned about it? After we got coughed with our (mostly Billy's) pants down, what our government does? Creates four new agencies and passes 25 thousand pages of new legislation. I am positive prior to that we had some passages in our books  stating that terrorists are not welcome. ITAR is one of the side shoots immensely disadvantaging US companies on the world market.
