Purchased one of these ELCAN Specter M145 scopes from that SWFA surplus deal.

I have a few questions about the reticule.  Here it is:
 
 
I took the SWFA jpg and tried to expand it.  Here is what the numbers look like:

I have a few questions as I have not utilized a medium range scope with specific ranges listed before.
 
First off, I undersatand that I am supposed to range the weapon in for 100 meters since that is the important tick mark.
 
1. 100 meters is about 110 yards.  ALL of my firing ranges are 100 YARDS.  Should I worry about that extra 10 yards or is that not a big deal.
 
2. If I shoot at, say, a target 50 meters away can I anticipate the point of aiming using this scope's markings?  So, for example, If I put the target above the #1 tickmark about the same distance as the #3 (300 meter) tick mark is BELOW, will that suffuce?
 
3. This scope is designed for the M4.  It insinuates, by having a line at 800 meters, that you could hit something that far away?  I know I couldn't do that, but is that really possible out of an M4?
 
It says the horizontal hash marks represent a 19 inch target at the corresponding range.  So let me get this right.... everything is in METRIC but they give this measurement in INCHES?  What the?  So much for consistency.  From what I can tell, a person standing at attention with arms to the side is approximately 19", so I understand where that 19" comes from.

2. No. For most 5.56 ball ammo a 200yd zero with the M16, the bullet will cross the line of sight at 50yds, and the difference in height of the trajectory is so small between 100 and 200 yds that it won't make a difference. If your target is at 50yds use the 100yd tic (unless your shooting dime size targets). A 300meter zero (what the military uses) will cross the line of sight at 25meters
3. Yep, it's possible
If you understand where the 19 inches comes from; what difference does it make if that distance is measured in inches or centimeters.

The manual that came with the scope.. which "seems" a lot like other military manuals I have seen....  on page 2-28 talks about 100 meter zeroing with extensive instructions on how to do so.
 
The next section on 2-31 is titled "Field zero at 300 m range".  It doesn't connect the two as if the 100m is to help you zero at 300m... but I guess that is what they want the shooter to do then?
