I have an older Sako Vixen in .223 Remington and would like to mount a compact scope on it because of it's short action.
 
I've looked at two compact scopes, a Leupold 3 X 9 EER or the Burris 4 X 12.
 
Does anyone have any opinions of these two scopes or any other scopes of comparable quality and price?

The Leupold EFR you referred to is used a lot on rimfire rifles. They make a 2.5 - 8 X 36 that might suit your needs better. Lots of other manufacturer options out there as well.
