I have been trying to get a much info as I can from reading about reloading.  I'm just getting started.  I have a question about whether or not I should be lubing the inside of the case neck before resizing?  Thanks for any info.

No, don't get any lube inside the case mouth.  Use lube sparingly on the outside or you will get dents on the case shoulder.

That is true of most lubes except Hornady One Shot and their knockoff's.

  I don't use decapping/expander ball assemblies anymore but when I did I would dip the casing upside down into powder graphite to the base of the neck to let the expander work the case neck with less tension.  Tap the casing on the side to knock out any excess before putting it into the die.
