 Does the Bushnell 3200 3-9-50 with the firefly reticle have a black set of crosshairs and then when you shine it with a flashlight they glow or what? How long do the cross hairs continue to glow after you activate them?

Black yes.  Remember those (30 to 40 yrs ago) wrist watches with the glow in the dark dials - expose them to the light and they glow - just not for long -- usually not long enough to do you any good, turn the light on to charge the luminous material then turn the light off and wow cool I can still see my watch hands. 
OK same same. Battery illuminated, tritium, fiber optic all are better. And the 4200 scopes are MUCH better.

If you shine a flashlight into the scope for about 30 sec or so the x-hairs will glow soft green for about 30-45 minutes gradually fading to a black reticle.  This should cover up to legal hunting light in most areas.

The reticule is fatter, significantly.

does bushnell offer a lighted reticle in the 4200 series.

Yes, both FireFly and battery illuminated. FWIW, I think the FireFly design is one of the best low light reticles I have used, even if you don't activate the reticle with a flashlight. Be advised that if you get a FireFly reticle and plan on using that feature, buy a better flashlight as well. The key chain light that comes with the scope is a POS.
