Are these decent rings for the money. I know there are better rings for the money but I was curious about these. Do they return to zero if used on a M1913 rail.

I have a few sets and they work great. As far as your return to zero question no ring/base combination is going to have a true return to zero when you remove and replace your optic. The key to getting a good return to zero is accurate torquing of the nuts. You can never gaurantee return to zero... but with good rings and consistent torque applied you can get to within one moa or less.
