BSA 4x12x44mm ran out of adjustment need help

I purchased a BSA airgun Scope that is 4x12x44mm
 
I put it on my air rifle using Leupold High see through rings
 
I was sighting it in the other day, and it was shooting to the right pretty good.  As I was adjusting it, it was getting closer to zero, but I ran out of adjustment while it was still shooting about two inches to the right. 
 
Is there and ideas why i would be having this problem, and is there a few different ways to correct this problem.  I've heard of shimming the scope to correct adjustment problems for up and down.
 
I have to use the High rings so the scope would clear the swing of the barrel.

Millet Angle-Loc rings.  Windage adjustable. Just remember/be sure to adjust front and back to the same place so you don't "warp" the scope.  They are a life saver.

I do all of my air rifle buisness through these guys, great customer service!!!  Ne way I have a 460 magnum and I have one of these mounts they are fabu built in stops mine compensates for barrel droop. Check it out.  Maybe a 20$ part will do the trick instead of trying to rig a shim or washer in there that won't last..
