Could someone suggest a few lesser expensive brands and/or power levels around $50-150 from which I can see a .308 hole in paper at 100-300 yards and a .22 at 50-100 yards clearly? This use would be mainly at the range for sighting purposes and general fun I have doing it.

The Bushnell and Eagle doublers actually multiply the image by 2.5x, making a 10x binocular into a small 25x spotting scope.  The Vortex is a true 2x doubler offering you a 20x spotting scope.   • The Bushnell Elite doubler costs around $160.  Just like the Elite binocular it includes  Bushnell's XTR coating, PC-3 phase corrected Bak-4 prisms, fully multi-coated optics, and is fully waterproof, fogproof, etc.
  • The Vortex doubler costs around $130
  • The Eagle doubler currently is on sale for about $90

I would personally rather be limited to just my binocular + doubler rather than waste the $$$ on a mediocre,  under-$150,  budget-class scope.   With doubler in hand you can accomplish your desired task of seeing deer well past a mile and then save your money toward the purchase of a good, high-quality, full-size spotting scope.  

 

In fact, this is exactly what I am doing right now.

I have a pair of binocs already and use them for spotting as well as birdwatching, hunting and even stargazing. They are Bushnell zoom to 16X but would rather just have a straight spotting scope for the range.
