Weaver 6-24x42 Classic V24 Series Rifle Scope

better scope for the money no more than $350

i will use it on a 30-06 for hunting and long rang targer shoting with the navy if i can get on the markman team

No offence, but it really sounds like you don't know what you are looking for.  Obviously you are young and are trying to learn.  That is good.  There is a lot of wisdom on this site, but people will grow weary of answering questions if it seems like you are just wandering aimlessly, fishing for opinions.  Now, having said that, any of the above mentioned scopes (except the Barska and maybe the Millett) are good scopes, but you have to have some idea of what you really want the most.  For example, tactical scopes tend to be rugged scopes with a strong emphasis on adjustment repeatability.  Many of them are fixed power that of 10x or more.  This is usually not good for hunting.  Optically, they don't always hang in there with a top flight hunting scope until you get into the big $'s.  I have a 20 power Super Sniper that is great in the repeatability category (much better than any Vari-X-III that I own), but optically it is purely a mediocre scope.  It's resolution is not all that sharp, and it has a serious issue with glare.  I understand that the 10 power models are better though.  For $300 it is still a good value because it is almost impossible to get a scope with such a good mechanical system for anywhere near that price.  With hunting scopes, many times you get some vertical change when you adjust for windage and visa-versa, but hunting scopes are not made for cranking in thousands of firing solutions.  They are usually set and basically left alone.

With any scope, there is no free lunch.  If it is cheap and made in china, it is JUNK!  I realize that you are looking for a good value.....who isn't, but most of us here learned these lessons many years ago.  Wisdom is listening to the voice of experience!  Sometimes you will find a very good value in a used scope or a discontinued model, but other than that, you pretty much get what you pay for.  I personally think that, for example, the Weaver Grand Slam is a better scope than the Burris Fullfield II, but they are reasonable competitors.  Either of them is better than a $69 scope from Sportsman Guide.  It is ridiculous to think that you will find some super secret $69 deal on a scope that will compete with a Bushnell Elite, Leupold VX-III, Weaver Grand Slam, etc.  It just ain't in the cards dude.  Decide on what you want to do with your rifle.  Give us a price range, and we will tell you some of the best deals for the money.  I apologize if I am sounding harsh, but your posts give the appearance that you are asking more than you are listening.

If it ain't accurate at long distance, the fact that it is flat shooting is irrelevant.

i got a burris fullfield II w/ ballistiplex reticle for 155 off ebay. havent used it yet but just from a little messing around that i have done so far i am very happy with it especially considering i got it for 155. sightron s2 is also supposed to be a good one. i was debating between it and the burris and got the burris because of ballistiplex

this is what i'm goin to do with it i have a Choate Ultimate Sniper stock

i'm goin to put a muzzle brake on it

i want to use it hunting deer at 100yard and i want to target shot anywhere from 100yard to 300yard

i shoot 150grain shells i have a bushnell barnner 6-18x50mm

i want a scope that has a ret like the Varmint Plex (weaver) target dot (leupold) or Smart (simmons)

You are really not going to be able to tell much, if any difference by putting a muzzle break on a .30-06.  It will certainly be louder, but muzzle breaks really make the biggest differences on magnums.  A .30-06 really doesn't recoil enough to worry about.
