I can't tell you about the Minox you mentioned, but can mention a few others that you should consider. After having two different Minoxs that were pretty bad, I won't buy that brand again.

You can get the 16x Fujinon within your price range. I know it's 1x over your requirements, but 1x won't matter. These have an excellent reputation. The other to consider is the Vortex Viper 15x. Vortex is loved by many, and the Viper line seems to get excellent reviews.

Unfortunately, neither of these will leave room in your budget for the good tripod that you are going to need to make full use of high-power binoculars. You can get around this by getting the Canon 12x image-stabilized binoculars (their 15x will be outside your budget). These things are amazing! You think you are seeing a lot when you first look through them, but then you hit the "on" button, and minute detail just pops out. It is also fun to hand them to others who think they can hold 12x steady, and then see the reaction when you tell them to hit the on button. Every single person who has ever used my 12x Canon has been amazed at the detail that stabilization brings out. After using these, there are no other 12x to 15x binoculars I would ever consider owning.

The Fujinon 16x70 FMT-SX is an excellent binocular, however, not used by many for hunting
for a number of reasons.

1. Individual Focus which is not optimal for game on the move.
Higher magnification requires greater attention to focusing. (smaller depth of focus)

2. Weight is approx. 4.75 lbs.

3. Eye Relief is only 12.4mm.

4. 70mm is very BIG, not comfortable around the neck for any length of time or distance.

Just some food for thought.

The Minox 15x56 BL is now made in Germany (look for the new one). That's the best buy for your purposes. Buy from a reputable dealer that will let you return it if not satisfied. Also consider a new or used Vortex Kiabab HD.

Or keep an eye out for a used Minox 15x58 ED, they show up from time to time on the used market. Mine is excellent.

Those are pretty cool. Where can someone get a new Minox 15x BL or a new Vortex Kaibab for $700?

At no place in the OP's post did he mention anything about hunting. He did however mention something about the "BEST 12-15 power binos". The high-power 15-16x Fujinons might not be the absolute best one can buy in that magnification range, but they are certainly some of the best you can buy in his price range.

Here's some food for thought - instead of making up reasons to attack someone else's attempt to provide some potentially useful and/or helpful information for someone, how about just providing your own information?

We really need to watch out for the "Made in Germany" claims from German companies, like Minox and Steiner who have facilities in CHINA.

What not many people realize, is that under marketing laws of Germany and the European Union, Minox can LEGALLY sell a product "Made in Germany" when to meet that definition only 10% of said product need be German in origin...10%...that is not a misprint.

This is a direct (in my opinion) result over the "where's it made " syndrome and the visceral reaction "Made in China " can evoke.  So a company WILL make its products for as little as it can.  If they can obfuscate on the origin in the process...fine.  Ask yourself just how in the hell a relatively low priced binocular comes out of the plant without SIGNIFICANT Chinese input.  As far as I can see it ain't happening.  German labor is probably at least expensive as it is here and a high quality all German product for less than ...for lack of a good point..say $1,500 is pretty unlikely.
