OK, I'm a tight budget and need your suggestions on what scope you would look to buy if you could spend no more than $150. I'd like to use it for punching paper, hunting and even occasional stargazing. Would prefer compact size, but prefer function over form.

I'd look for a good used scope, most spotting scopes are used very little and very few find their way into the field.  This should also allow you to look at scoped that would normally run $250.00 - $300.00 if bought new.

Look for a Bushnell Spacemaster, but make sure that is not knocked out.

I agree with Lucytuma, get a second hand scope. I think one of the best one's in your price range is the Vortex Diamondback. You should specify what range you wish to shoot at, and at what target size.
I just bought two of these scopes, prices included shipping.

Although this is a pretty old thread, and I hope the OP found a scope, I must say I couldn't recommend a riflescope for spotting scope use.
