Need some expert advice please, I am not an optics person at all....

I just recently had to nightfire at a 8 1/2 x 11" sheet of plain white paper at 50 yards (AR Rifle). I have a Vortex Strikeforce 2 red dot and have no trouble hitting center target during the day. Night shooting was terrible. I could somewhat see the paper at 50 yards without the scope. Little ambient light (cloudy)... Looking through the scope I could not see the paper at all with the dot on or off. (The dot was turned down to one click above off.)  I would have been better off using the peep sites except that they pass through the scope. I need to have a system that is ready to shoot.. no time to remove stuff before I prepare to fire. Is there anything out there like a night-vision red dot that will also work during the day, or is that just SCI-FI ? I don't really need magnification (or very, very little). I will usually be shooting less that 100 yards.

In very low light, a little magnification is your friend. Higher end red dots and holo sights do fine, but by definition they are not going to be better than your naked eye.

Depending on how much you are willing to spend, there are many options it there, but even something like a 1.5x scope of the optics are decent will make a significant difference. Perhaps you should invest in a decent 1-4x with good reticle illumination. Something like Steiner P4Xi 1-4x24 would for well in low light for you and on 1x during the day it is pretty close to a red dot speed.

Trijicon accupoint 1-4x with the green or red triangle. On 1x it is red dot fast, and that triangle point gives a great fine aiming point for precision shots. and at night with the tritium illumination it is excellent. Not to bright, just perfect. Glass is quite good so it works great in night shoots and low light. During the day it using fiber optic illumination from the ambient light to light up the triangle. Its adjustable so it can be crazy bright or turned down to a black triangle. Never needs batteries.

Its an $800 optic, so a bit expensive. But its a great one IMO. I have mine on my go to SBR that i use for home defense and i hunt with it a lot. Great system.

I would select a compact ACOG Trijicon in either a 1.5x or a 2x with either the red triangle or the red crosshair and mount it with a La Rue RCO mount

If its LE use pick Red or Green the Amber washes out when pointed toward street lights at night.

Depending on your budget, on the lower side, I would look at the SS 1-4x24 that has an illuminated reticle. I have a couple of them and for $400 they are quite nice. The glass is pretty good and wick it up to 3 or 4X, the shots you are talking about would not be a problem.
Of course, something like the Steiner ILya mentioned would be great.

A quality 1-4/5/6 with a No 4 or Duplex reticle with a red dot might do best
