I'd pass, from the quality of the tools and other stuff they get made in China I'd say it my work may not to see anything.  Spend some more to get better glass and youll be much happier.  There is a nice used spotter on the SampleList here -
Stock # Product Description Price
SPL15102 Weaver 15-45x65 Classic Spotting Scope

$199.95
I know thats more than the $100 you said you want to spend but I think you'd be better off.

thx.....should I be worried that it is only 45 power?  Will that be able to see 100 - 200 yds without any issues?

I can barely make out the bull at 100 yds with my 3-12 scope.

At 100yds it should not be a problem to see .223 bullit holes with the Weaver. I can't say for sure at 200yds. As your distance increases, the better quality glass you are going to need. Add atmospheric conditions and the task is going to require better glass.
I purchased a used scope that retails for about $1,200 in order to see .22 cal. holes at 300yds, and on hot and humid day it is still very difficult.

You might want to save a little for one of these

I have heard really good things about this scope considering it's price point, and I think it would meet or exceed your requirments.
