Alert: Firearms Being Shipped to
California FFLs Face New Regulations

As part of a new California Firearms Licensee Check (CFLC) program, effective July 1, 2008 before a Federal Firearms Licensee (FFL) can ship any firearms to an FFL in California, the shipping FFL must first receive the approval of the California Department of Justice. All shipments of firearms to a California FFL must have a verification approval number from the California DOJ. To obtain approval, the shipping FFL must have the California FFL's five-digit Centralized List number and fill out an application and provide the invoice number and quantity of long guns and handguns to be shipped. The application process will be available to FFLs online and via facsimile or telephone once the FFL is enrolled in the CFLC program.

The CFLC program is the result of AB 2521, sponsored by California Assemblyman Dave Jones. It was quietly signed into law by Gov. Arnold Schwarzenegger in 2006. The National Shooting Sports Foundation (NSSF) and the California Association of Firearms Retailers (CAFR) are aggressively working to seek a resolution to this burdensome and onerous regulation. "This is a bad law that will needlessly burden the lawful commerce in firearms, imposing heavy costs that will harm California's firearms retailers while doing nothing to reduce crime," said NSSF Senior Vice President and General Counsel Lawrence G. Keane. "NSSF and CAFR are actively engaging legislators and the attorney general's office to address this very serious problem."

NSSF and CAFR will keep retailers updated via legislative alerts.

  • California law requires a unique Department of Justice (DOJ) verification number to be obtained for each and every shipment of firearms to a California Federal Firearms Licensee (FFL).
  • Whenever a verification number is issued approving a shipment of firearms to an FFL in California, that verification number must be provided to the recipient FFL along with the firearms shipment. If the intended California FFL recipient is not listed in the DOJ's database, the transaction will result in a Do Not Ship Letter, and it is a crime for the intended recipient to receive the firearms. (Penal Code § 12083 subd. (c)(1).)
  • It is unlawful to ship firearms to an FFL in California who is not listed on either DOJ's Centralized List of firearms dealers or DOJ's Centralized List of exempt FFLs. (Penal Code § 12083, subd. (d)(1).)

Sounds like The cali folks are going to have the same troubles 8shots is having before to much longer. I just hope it dosen't spread southwest.

You have probably noticed that many retailers and dealers are clearly stating, "We do not ship firearms to CA" I'm seeing it alot on Gunbroker.

That was my first thought too when I read about it a while back.  I was already altering all of our GunBroker auctions, then I thought, that is exactely what those communist want us to do......so I changed my mind and now we are having to jump through all their hoops.

Chris I agree with you 1000%, the Socialist Republic of Kalifornia is trying to ban any firearms coming into honest citizens without actually doing it by law and if they can make it unprofitable to people to sell them they now have subjects not citizens.  They can't stop the druglord shipments and illigal weapons that druggies bring in but the average Joe will not be able to protect himself.  "When you outlaw Guns only outlaws will have Guns." I can't quote who said that, but it always rings true.
 
There needs to be a sign as your leaving LA on forty that say "Will the last AMERICAN to leave California PLEASE bring the FLAG."   The John Birch Society use to have one but that was for a different reason.

Like I said before. All of you friends that we have in California come back to the south and east, Most anywhere from Texas east will be a huge improvement. I'm pretty sure that once all you fine folks leave there, nature will take it's course, and then we won't have them idiots over there tom worry about any longer.

Unfortunatly your actions may be one of few connections to the free world before the door is slamed shut. I say that because if the majority of CA citizens are actually voting these rights away, then those who appose it will have to willingly become criminals of the state or leave. I just have a hard time accepting that the true majority of CA are supporting this surrender. And as was said earlier, the rest of the country may follow these tactics of imposing gun control. If they prove to be effective. They will regulate you out of business and us out of a desire to do it their way. Then if convicted of a firearm law we are labeled as a felon and our right to bear arms will be stripped away.
 
Does anyone know of any island yet to be colonized. There appears to be need for a new land of the FREE................

It would appear that Texas and Georgia are two of only a small handful of States headed in the right direction, Constitutionally speaking. Problem is there's alot of ground between the two. I would love to see the remaining states follow the Texas, and Georgia trend.

I have lived in California all my life and am ashamed of the tactics used by liberals to destroy our rights. Most of the population is either in the LA or Bay area. I live in the mountains of Central California where most of the folks are hard working conservatives. Our sheriff in Fresno County gives out CCW permits like parking tickets and I have had mine for about 10 years. I live on acreage and can't even see my nearest neighbor. I'd like to see California divided up into three states to reflect the ideals of those living in them. Right now the politicians are working on the microstamping and ammunition bills which will destroy shooting sports around here. If it wasn't for my kids I would be long gone.

I left Kalifornia because I could no longer abide the "rule of the many by the few deranged". You have liberal clusters which override the rest of the state. The voting districts are so gerrymandered I don't know how they can ever truly be corrected. Sad, it is a beautiful, but dismal, place.

CY, drive about 30 minutes south and spend the day you might retract that statement. There is now a slow down hill side of Ga that is trying to work it way out of the city and I'm not real sure it won't be to long and Ga will be the same as Cali in most (firearm) respects. I could go on a rant about it but This is not the place on this forum.

Yeah....... That's Atlanta. It will soon have its hands full....... If it doesn't completely rot from within first. The rest of the State isn't in that category and Sonny has gotten several bills passed that have the left taking serious notice.
