Can a user remove the objective lock ring and adjust the parallax setting on a Viper 2x7-32 and have a good result?  Looking for a rimfire scope and have a Viper on my 22-250 and like it very much.  TIA.

I don't think that would work.  Vortex does make a 2-7 diamondback with parallax set at 50 yards, though.

Parallax free is when the sight picture and the reticule are on the same point of focus or focus plane. The sight picture focus plane on a non AO is a function of the shape of the lenses used and the positioning of the focusing elements and cannot be adjusted by a user.
 
A low power such as a 2-7 and the small objective lens of 32 would give a very small parallax error throughout all distances. Placing your eye close in line with the optical axis of this scope would virtually eliminate any error.
 
The maximum error on a 32 mm objective at 50 yds is .32 inches.(no it is not just taking the 32mm lens and calling it .32 inches-the calculated answer just happened so.... Maximum PE @ 50 yards = 0.5 * 32* ABS(50-100)/100 = 8mm or 0.32 inches,)
 
Keep your eye close to the optical axis and that error will halve or become non existant.
