It's really hard to beat a Steiner.  Take a look at most armed fordes in the world and they use Steiner.  The Steiner is individual eye focus, meaning once set for your eyes they are relatively set for your eyes.  You don't have to constantly bother withe the center focus knob.  the 7x will give you a bit more light during those twilight hours than the 8x unless you go up in objective lens sizes  ie. 40mm or 40mm.  The steiner makes a heck of a dependable product.

The reason that some militaries use Steiner is not because they are the best.  It is because they meet the minimum spec with the lowest bid.  Don't get me wrong, Steiner makes a good product.  But I would probably go with the Minox.  One reason is the Minox is a roof prism design and I believe the Steiners you must be looking at are porro (I always prefer roofs).  I have not directly compared Minox to Steiner, but I have compared Kahles to Steiner and Minox.  I found 10x42 Kahles to be substantially superior to 10x42 Predators, Merlins and Peregrines.  I also found the Kahles to be slightly superior to the Minox 10x42s.  Either way you go you will wind up with good binos.  I just hate to see people make reccommendations because the military uses something  For the five years that I was in, we all had as much personally purchased gear as we did issue.  Why?  Because so much of our issue gear was crap.

The Minox has better glass and coatings but not good enough to give up a full 1mm in exit pupil.*  The Steiner is mil spec and with out question more durable.  So to answer your very specific question.....Steiner 7x35.

*exit pupil - the amount of light in millimeters that a binocular transmits to your eye.  To determine the size of the exit pupil, simply divide the objective lens by the power.  IE: 35/7=5mm and 32/4=4mm
