One of my good elk hunting buddies is cotemplating picking up a howa hogue 375 ruger. If he buys the one he is looking at, he will have roughly $200.00 max for a scope on it. We hunt thick timber, but do get into clear cuts were a 3-350 yard shot will come up.

What would you suggest for the best bang for his buck that would cover shots 40-350 yards, hold zero on a big boomer, and handle the elements of wilderness elk hunting???

I was thinking maybe a burris ffii 3-9x40???

I handled one not to long ago.  It's not exactly a light weight but it's far from a heavy weight.  So if absolutely all I had to spend was $200 and I couldn't find a quality used fixed power scope (2.5X to 6X) I go with that Burris.
I did find this one on the sample list:

  I've got two GS's (4.75x40 and 3-10x40).  NICE scopes.

I have a .375 Ruger and can say that the recoil is stiff with full power loads.  The eye relief on the Burris is a bit short at 9X for this cartridge.  An uphill shot with the scope turned to max power might get your buddy a bump above his eye.   The .375 is a very useful cartridge and a 3X-9X power range is about right.

Might also want to take a look at Vortex diamond 3-9x40.Another option might be a used SWFA SS10x as they can go down to 10yds & made to take recoil of a .50cal.

I would think that a Sample List SWFA SS 6x42 fixed would be the ticket for 300-350 plus timber hunting.  There's one on there now, and once you have your ballistics figured out, you should have accurate holdover measurements for that big fella.  It's $50 more than your stated budget, but from all I've heard, it's well worth it:
