The smith who is doing my Mauser, is offering to sporterize a .303 No.4 Mk 1.
He will cut the barrel down to 20" and put a scope mount on it, work the trigger, and 'spiffy' it up with a bluing job.
It includes a synthetic stock.

He is asking $400, is this fair, considering the work?

Heritic! Unless the gun has been "bubba-ed" already don't do it.  Why pay 400 dollare to make a gun worth less money than it started out as.  Shotgun news has those guns @ 350 dollars in good condition. The work he will do expect for the trigger will drop the vaule of the gun.
 
I think his fee may be in the high range, but fee is based on two things quality of work and turn around time.  What scope mount will he use? The good ones are drill and tap on the side and not easy to find.  They are also offset so that the gun can be loaded.   Stock why bother? It's a two piece stock... Crown the barrel and trigger that I could see... That should be like 50 to 65 dollars.  Blue?  Repark maybe, but not blued.

Beauty is in the eye of the beholder. There are several that have paid good money to make the gun "worth less"  Bottom line is, if you like the cartridge and the style of a sporterized 303 then go for it. You certainly wouldn't be alone. Not exactly my cup of tea, but my buddy loves his, and it has been heavily modded. He'll never see the value returned should he sell it. But then he doesn't intend to part with it.

You would be much better off getting the No. 5 Jungle carbine. Also smle head space from rotating the front part of the bolt which makes it doable in the field, make sure this part is good. Even with the scope and handloading the accuracy will be mediocre because of the way they headspace. The carbine has a suprizingly good peep site which has after market refinements, and with the 10 shot mag. make an outstanding truck gun. However cutting a no. 1 down is a waste of time.
