I'm shopping for the best scope (within reason) for my hot rod 10/22 paper puncher. I shoot indoors at 50 yrds. My 3x department store scope just doesn't provide the help my
old eyes need! I was considering a Leupold VX-II 6-18 x 40 target model with a fine reticule. Any thoughts as to what other scopes I should consider? Is this over kill for 50
yrds?

There is no such thing as overkill

The 6-18 Leupold Target is very popular for precision rimfire shooting and is an excellent selection.  Also condiser:

Burris 4-12x32 A/O, Target Knobs, Compact.....$325.95

Nikon 6-18x40 A/O, Target Knobs.....$289.95

As hard as I've been lusting after the Leupold of my dreams, I must "lower my sights". I gonna try to keep it under $300. The BSA scopes have real attractive prices, like the 6-24 x 44 Platinum, the Nikon "6475" looks like it might
fit my budget. So many scopes and so little money!!!!

I would stay away from any scope built in China as I ahve not had good luck AT ALL with them.  I would look around for an "older" Tasco 6x24 power scope with target turrets.  It shoudl focus down to jsut about any range you would like and they hsve worked very well for me on both rimfire and centerfire rifles.  Alos, you might want to look at the Weaver T-series scopes as they can be had for the $350 range and are really nice scopes.

I think you will be happiest with a scope that has target knobs but if you are going from a fixed 3x to a higher power you might want to consider this one as an option.  The three that Chris suggests above are fine choices for paper targets but if you ever use it for other things like cans or hunting you may like this3-9. If it is just for targets a fixed power like a 12X Leupold (there are some used ones on samplelist) or a 20X super sniper might be just the thing.  Here is an overkill scope:
